The handbook is a user-friendly guide that abridges the accompanying UNEG Guidance Document which will be forthcoming in 2012. It aims to provide guidance to ensure that both human rights and gender equality dimensions required in the UN are included in evaluations. It was primarily designed for use in programme and project evaluations but can be adapted as a tool to support other types of evaluations carried out within and outside the UN system.

Users of the handbook include evaluators and others with responsibilities for commissioning and managing evaluations, as well as programme designers to support their analysis of human rights and gender equality issues and their inclusion in programme design and M&E systems.

The handbook is organized according to the main evaluation stages of planning, implementation and use and will be widely disseminated. Translations are available in French, Spanish and Arabic.

The UNEG Norms and Standards highlight the need for people centred evaluation and for evaluators to consider human rights and gender equality in their work but there has continued to be a gap in tools and frameworks for evaluation that fully reflect these considerations. Therefore, this Handbook has been developed by UNEG to be used as a tool to integrate human rights and gender equality into the practice of evaluation.
